I was a bit unsure of this, then I found a pick on the web where they blew up a photo of his hairline and you could see the netting! It didn't look doctored...and his brother is balder than a cucumber so I think this is accurate. Maybe thetans ate his hair follicles!
pics of him nowadays seriously creep me out.
