Vice Presidents Don't Matter?

I'm watching the Sunday morning news programs and someone always makes the point that "Vice Presidents don't matter." Ask Ross Perot what he thinks about that now.

I think Vice Presidents have mattered more and more since Reagan came into office; he was so senile Bush Sr. acted kind of like a co-president, as witnessed by the fact that he was all mixed up in Iran-Contra (especially since he'd been head of the CIA).

Dan Quayle didn't much matter, but Gore did, and we know Cheney's in charge. It very much matters who the President is, and how much he relies on the second in command who is, after all, President of the Senate.
